Regulations on media accreditation
General provisions
1. Accreditation of mass media representatives for any event of IPQuorum 2021: Tech for Content (hereinafter referred to as the forum) is conducted to ensure the appropriate conditions required for professional activities to ensure dissemination of complete and accurate information about events of the forum.
2. Accreditation of mass media representatives is required for any events of the forum.
3. In carrying out their professional activities, mass media representatives must respect the rights and legitimate interests of participants of the forum and staff, and comply with generally recognized ethical norms.
4. The number of media representatives who can participate in the forum is limited due to the organizers' desire to ensure the most comfortable working conditions for media representatives and quick access to all necessary resources in the light of considerable media interest in the forum while taking into account the limited infrastructure capacity available at the event venue (Technopark of Skolkovo).
5. The Organizing Committee of the forum may increase the quota at the official request of the media if it is duly justified.
Accreditation of mass media representatives
1. Accreditation procedure
Both Russian and foreign journalists can submit registration applications for participation in the forum.
2. Accreditation quotas for mass media representatives
- For print publications:
- Newspapers — two persons (a reporter and a photojournalist);
- Magazines — two persons (a reporter and a photojournalist);
- From information agencies — two persons (a reporter and a photojournalist);
- From online publications (including blogs) — two persons (a reporter and a videographer).
- TV companies — up to seven people (two correspondents, one producer, two cameramen, two sound mixers).
- Radio broadcasting companies — two persons (two reporters).
The number of mass media representatives of media partners of the forum is established in accordance with the terms of Agreements on media partnership.
3. Overview of the accreditation application procedure
- Media representatives wishing to participate in the coverage of the forum events, as well as journalists with a narrow specialization wishing to participate in the coverage of the specialized business events of the forum, should fill in applications in the registration form on the official website of the forum.
- You must fill in all the fields in the application, paying special attention to the mandatory fields marked with an asterisk.
- The application forms must be submitted on the official forum website from March 22 to April 23, 2021.
- The deadline for consideration of the application is up to three calendar days after the deadline for accepting applications for registration of media representatives.
- Accreditation for media representatives is valid for all days of the forum.
4. Procedure for issuing accreditation badges to media representatives
- Media representatives receive accreditation badges provided their registration applications are approved by the Organizing Committee of the forum.
- Accreditation badges are issued at the registration desk in Technopark of the Skolkovo Innovation Center (42 Bolshoy Blvd., Building 1, Moscow) during the days of the forum.
- Accreditation badges may be issued only with a confirmed accreditation in the forum database and an identity document (passport, driver's license, journalist ID card, editorial card).
- The badge is personalized and may not be given to third parties during the forum. The badge must be worn in a visible way at all times at all time to access the forum venue.
- Any other accreditation cards are not valid for access to the forum venue.
- If an accreditation badge is lost, misplaced or stolen, the media representative must report it to the registration desk immediately. The lost badge will be blocked and the media representative will be issued a duplicate badge.
Access rules to events of the forum
- Accreditation of mass media representatives is mandatory for all forum events.
- Access for technical personnel for media representatives is conducted in accordance with technical staff access regulations established for the forum venue.
- Access to events which entail restricted access for media representatives is possible as invite-only.
Denial of accreditation
The Organizing Committee of the forum has the right to deny accreditation:
- persons who are not media representatives and do not hold positions specified in registration forms;
- Journalists specializing in publications of purely advertising, reference matter or highly specialized topics not related to the agenda of the forum, with an exception of trade publications;
- The forum Organizing Committee reserves the right to deny accreditation without further explanation.
Media representatives accreditation rules for the forum
1. A media representative accredited for the forum has the right:
- use all services specifically tailored for the work of journalists and press offices;
- get information about the official events and exhibitions of the forum (press releases, business program, etc.);
- participate in press conferences, briefings and other press events.
2. A media representative accredited for the forum shall be liable to:
- report accurate information that they have verified;
- to comply with the requests of individuals who provided information to identify its source;
- when receiving information from citizens and officials, make them aware of the audio and video recording, filming and photographing;
- journalists who carry out professional activities, should show upon request an editorial certificate or any other document to certify the identity and credentials;
- not to use their professional capabilities to conceal information or falsify information of public significance, or to gather information for the benefit of an outsider or a non-media organization;
- stop (terminate) shooting/video recording due to requirements of the forum security service;
- not to distribute printed materials at the forum venues without the consent of the forum Organizing Committee;
- as you use official information and quote statements made by the Forum participants, follow the forum's “Mention Policy”
